Stateside -- Technology must be a priority

Technology is changing the way we do business in America. Unfortunately, education has lagged behind both in using technology to enhance learning and including technological know-how as a necessary skill for all students. It's no longer enough to be literate, students must also be computer-literate. If we in Illinois want our students to remain competitive in a global economy that increasingly relies on technology, we must make technology a priority in our schools.
With the $15 million allocated for technology this fiscal year, the State Board of Education:
- launched six Educational Technology Hubs to get technology services to schools across the state,
- deployed a statewide computer network,
- established Internet "points of presence" on the network,
- awarded grants to schools for on-line curriculum projects,
- provided technology resources for 36 economically challenged schools, and
- wrote the Illinois K-12 Plan for Information and Technology.
This is a promising start to closing the technological gap between business and education, but we need to do more. For FY97, the State Board has requested $30 million for technology. From this request, $10 million would fund Gov. Edgar's T-1 project, a proposal to link all public schools to the Internet. Edgar recommends that the state pay the full tab for maintenance and support for this high-speed connection.
In addition, the increased funding would also support the following activities:
- staff development in learning technologies for 20,000 teachers and administrators;
- new training models that directly impact student learning in Illinois classrooms;
- expanded assistance and services to public schools by the Learning Technology Hubs;
- increased sharing and exchanges of "lessons learned" in the use of technology and telecommunications;
- resources to help an additional 36 economically challenged school districts;
- additional schools and museums to the "Museum in the Classroom" initiative;
- design and implementation of student-centered, technology-enriched learning models in 100 plus school buildings;
- electronic data transfer for select K-12 programs; and
- affordable access to the Internet for certified teachers, K-12 students and public school employees.
These initiatives will help schools enrich and improve students' learning environment by connecting classrooms to outside resources, experts, new curricula and communication links. Technology has the power to conquer economic and geographic barriers to provide an equitable, high-quality education for all our students. That is why technology must become a part of the education of every child.
